HB 4224 An ACT relating to information regarding consumer access to health care records
House Bill 4224 (89 th Regular Session), which went into effect on Sept. 1, 2025, requires licensees to, per Section 181.105 of the Health and Safety Code, prominently post on their website and at any facility detailed instructions for a consumer to: Request the consumer’s health care records from the licensee; Contact the Council, as found on the Council's File a consumer complaint with the webpage. If you have questions about the bill, please email Contact Us webpage; and Office of Attorney General’s Consumer Protection HCR_PRU@hhs.texas.gov.

You have the right to request and receive a copy of your mental health records. To obtain your record submit a written request to your provider via email, secure portal, or mail.
